SONA Highlights Day 4: How Botswana Plans to Hit P200,000 Per Capita Income by 2036

The State of the Nation Address laid out an ambitious economic road map designed to fundamentally reshape Botswana’s economy and achieve the goal of high-income status. This transformation is anchored on the 12th National Development Plan (NDP12) and the Botswana Economic Transformation Programme (BETP), which aims to achieve a per-capita income of P200,000 by 2036. The strategy is clear: reduce diamond reliance, diversify exports, and create quality jobs through inclusive and sustainable growth, emphasising a private sector-led economy.

President Boko detailed several major initiatives designed to attract capital and streamline the economy. Crucially, a Sovereign Wealth Fund (SWF) has commenced work, intended to strengthen fiscal discipline and channel capital into accelerated diversification for job creation and skills transfer, operating on commercial lines and embodying the Santiago Principles of transparency and accountability. On the financial services front, the government is establishing the Botswana International Financial Centre (BIFC), positioning the country as a trusted, well-regulated gateway for international investment and financial services into Africa. Adding to this, the controversial Impact Citizenship Program was announced, which invites a select group of global investors and innovators to contribute meaningfully to national goals.

The President stressed that this is “not about selling our citizenship,” but about inviting partnerships, assuring stakeholders that “vetting and thorough due diligence will be an integral part of the application and approval processes.” Furthermore, the government is establishing a National Retail Payment Switch (NRPS) under the Bank of Botswana to significantly streamline transactions, reduce leakages, and increase financial inclusion within the local economy. The Botswana Development Corporation (BDC) is playing a key role, driving strategic investments, including a smart partnership with CCI Global, a leading Business Process Outsourcing (BPO) company, which has already generated 51 full-time jobs toward a targeted creation of 3,000 jobs within 36 months of operation at the Botswana Digital Innovation Hub. This comprehensive approach signals a shift toward a “deep economy” built on sound governance and strategic global integration.
