SONA Report Summary DAY 12: Agricultural Renaissance: From Beef Exports to the Hemp Economy

Botswana is undergoing a profound Agricultural Renaissance, repositioning the sector from a social stabiliser to a dynamic engine of inclusive growth, job creation, and export diversification under the BETP. The national aim is to drastically reduce reliance on imports and reclaim food sovereignty, a goal underpinned by targeted investment, deep institutional reform, and bold agri-innovation.

The revitalisation of the livestock legacy and the push for dairy self-sufficiency stand as early successes. The government launched the “A Di Tsale” Programme, a comprehensive initiative dedicated to restoring Botswana’s national cattle herd to a target of 5 million. This involves crucial support for communal farmers through targeted animal health inspections, reproductive diagnostics, and artificial insemination programs, ensuring the genetic quality and resilience of the herd. Parallel to this, the Botswana Meat Commission (BMC) has achieved a dramatic, necessary turnaround.

Once burdened by operational inefficiencies, the BMC has eliminated farmer debt and reduced payment turnaround time from months to days, restoring trust and liquidity for thousands of producers. This renewed credibility has unlocked major new export markets for Botswana beef, including the Democratic Republic of Congo, China, and the United Arab Emirates. Furthermore, the Milk Valley Farm Expansion Project in Lobatse, backed by a P350 million investment, is underway to add 1,500 dairy cows, directly addressing dairy self-sufficiency and creating an estimated 3,000 jobs across the value chain.

The horticultural surge demonstrates the immediate impact of smart subsidies and targeted support. Domestic production has soared, reaching 88,670 tonnes, allowing local farmers to meet an impressive 80% of national vegetable demand for commonly consumed vegetables. This growth is largely attributable to the P144 million Impact Accelerator Subsidy, which supported 1,630 farmers nationwide, proving that strategic capital can yield rapid results in food security.

Perhaps the boldest strategic pivot is the launch of the frontier crops sector, specifically industrial hemp and medicinal cannabis. This initiative is underpinned by new legislation and Memoranda of Understanding with key research institutions like BUAN and NARDI. This high-value, export-oriented sector aims to diversify revenue streams far beyond traditional agriculture. With a pilot farm, Canassan, scheduled to begin planting by December 2025, the sector is projected to create a massive 100,000 jobs and potentially generate P56 billion in export revenue by targeting just 1% of the global market. The commitment to agriculture is therefore holistic, spanning traditional export giants like beef, core domestic food production, and innovative, high-tech crops that promise exponential growth and mass employment.
